Questions I posed to my member of Parliament.  His assistant answered me and I appreciate her replies.  She is mistaken in one aspect, you would contact Foreign Affairs Canada before contacting the Passport office if it was after hours or on a weekend.

Dear Member of Parliament,
I am researching emergency passport services provided by foreign affairs or consular affairs both domestically and while abroad.  It seems like a grey area and it has been difficult to find concrete answers.  
Here are a few of my questions.
1. Do Canadian consular offices provide replacement passports for stolen passports for onward travel if there hasn't been a death in the family.  If so what are the requirements?  What if all ID is stolen?  
2. Is the passport replacement available at all consular offices?
3. What cities in Canada have duty officers that can provide urgent replacement for passports.
 
I recently had my passport stolen on my day of travel and had a challenging time getting a new passport for travel the next day.   I hope you can help with my questions.

Dear Mr McGuire,

Thank you for contacting your Member of Parliament with your concerns regarding processing of urgent Canadian passports.  I can certainly understand your frustration in this regard.

I will try to provide some preliminary answers to your questions. Canadians travelling abroad are able to contact the nearest Canadian consular office for replacement travel documents on an urgent basis. There does not need to be a family death in order to request urgent processing. However, given the recent updates in passport regulations, particularly the heightened security involved, one way travel documents are more likely to be issued urgently rather than actual passports. If the applicant is willing to wait for 20 days, then passports are usually issued at Consular offices.

Secondly, passport replacement is not available at all consular offices. You could get the information regarding which offices provide what services at www.ppt.gc.ca

Within Canada, urgent or emergency passports have to be processed in Ottawa. However, Member of Parliament offices can take applications from constituents and pass them on to the Ottawa office for urgent processing. Also, the passport offices can take urgent requests with additional fees and forward to Ottawa.

Hi Constituency Assistant,
Thank you for your response.  Just to clarify, if my passport was
stolen in NY and I needed to travel to France the next day I would
have to cancel my flight because it would take 20 days?  Also, for an
emergency passport to be issued in Canada is it Foreign affairs I
would contact or the passport office?

Dear Mr McGuire,

In such a case, you would most likely have to miss a flight or be issued a one way temporary travel document. Canadian consulates are unable to issue a new passport in 24 hours under present regulations.

You would contact the Passport office in person for emergency passports. They will send it to Ottawa once they have seen your original ID documents.
